ICES comments on article in SvD

Below is a response from ICES to a debate article in 2020-01-08 SvD. In the article Lars Torsten Eriksson, Elisabeth Björklund and Åsa Moberg argue that the swedish universities are not capable of handling both education an research and that educaion is suffering from this. See below a translation of the response from ICES.

Education gains on better collaboration and research
 
Lars Torsten Eriksson, Elisabeth Björklund and Åsa Moberg write on SvD Debate 2020-01-08 that it is wrong for the universities’ activities to focus on research and they require the management of the country’s universities to change their orientation so that education is put in the first room and that the research only should support the teaching. In a reply, Gunnar Karlsson proposes that external research should be put in institutes linked to each university and Anders Hansson sees the introduction of professional colleges according to the German model as part of the solution.
 
We agree with all three posts that teaching has far too low status today and that this needs to be addressed!
 
However, it is doubtful whether the proposed focus would have the desired result. The risk is that it would lead to further division between institutions and individuals as to which of the main tasks of the universities they prioritize. We believe, instead, that it is important that the university teachers get the prerequisites and are motivated to balance all the three main tasks, ie conducting academic education, researching and collaborating with the surrounding community. It can be noted that collaboration also has too low a status today.
 
Twelve years ago, the KTH Innovative Center for Embedded System (ICES), a multidisciplinary network of electronics, software and communications, was founded with KTH and currently around twenty industrial partners. Within ICES, we have adopted a view of knowledge that encompasses both theoretical research such as practical industrial management of complex technical systems. ICES also educates industry engineers, develops new undergraduate courses, initiates new research projects and research centers, organizes scientific conferences where knowledge is shared. ICES has integrated the university’s three main tasks and shown that they are interconnected. The needs of industry have clarified research issues and created funding opportunities and affected education. Research and education at KTH has benefited the industry in the form of new knowledge and new talent to employ. Through our conferences, the knowledge we have built has been spread outside the circle of members.
This is possible to develop this much more. Additional sources of inspiration can also be provided by studying colleges in the United States where all three perspectives often interact. The future need for lifelong learning will also require it. We do not rule out trying different models in different disciplines and at different colleges to see what works best for Swedish conditions, but regardless of principle, the following needs to be done:
 
Instead of focusing on one of the university’s tasks, the leaders of the country’s universities should rather consider how new environments for collaboration in education and research with the surrounding community can emerge. We believe that the university needs to be better at providing support and resources to those teachers who are successful in running a competence network. In addition, collaboration with the outside world and teaching experiences in both undergraduate and further education need to weigh significantly more heavily on promotion and establishment of services within the academy.

Utbildningen vinner på bättre samverkan och forskning

Lars Torsten Eriksson, Elisabeth Björklund och Åsa Moberg skriver på SvD Debatt 2020-01-08 att det är fel att högskolornas verksamhet inriktas mot forskning och de kräver att ledningarna för landets högskolor ska ändra inriktning så att utbildning sätts i första rummet och att forskningen endast ska vara ett stöd för undervisningen. Gunnar Karlsson föreslår i en replik att den externa forskningen ska läggas i institut som kopplas till respektive högskola och Anders Hansson ser införandet av fackhögskolor enligt tysk modell som en del av lösningen.

Vi instämmer med alla tre inläggen att undervisning har alldeles för låg status idag och att detta behöver åtgärdas!

Det är dock tveksamt om den fokusering som föreslås skulle få det resultat som efterfrågas. Risken är att det skulle leda till ytterligare uppdelning mellan institutioner och individer när det gäller vilken av högskolornas huvuduppgifter som de prioriterar. Vi tror istället att det är viktigt att högskolelärarna får förutsättningar och motiveras att balansera alla de tre huvuduppgifterna, dvs att bedriva akademiska utbildningar, att forska och att samverka med det omgivande samhället. Där kan noteras att även samverkan har en alltför låg status idag.

För tolv år sedan grundades KTH Innovative Center for Embedded System (ICES), som är ett multidisciplinärt kompetensnätverk inom elektronik, mjukvara och kommunikation, med KTH och i dagsläget ett tjugotal industriella partners. Inom ICES har vi anammat en syn på kunskap som omfattar både teoretisk forskning såsom praktisk industriell hantering av komplexa tekniska system.  ICES vidareutbildar också industrins ingenjörer, utvecklar nya grundutbildningsinriktningar, initierar nya forskningsprojekt och forskningscentrum, arrangerar vetenskapliga konferenser där man delar med sig av kunskap. ICES har integrerat högskolans tre huvuduppgifter och visat att de hänger ihop. Industrins behov har tydliggjort forskningsfrågeställningar och skapat finansieringsmöjligheter och påverkat utbildningen. Forskning och utbildning på KTH har kommit industrin till nytta i form av ny kunskap och nya talanger att anställa. Genom våra konferenser har kunskapen vi byggt spridits utanför medlemskretsen.

Detta går att utveckla detta mycket mer. Ytterligare inspirationskällor kan också ges av att studera högskolorna i USA där alla tre perspektiven ofta samverkar. Framtidens behov av livslångt lärande kommer också att kräva det. Vi utesluter inte att man provar olika modeller inom olika fackområden och på olika högskolor för att se vad som fungerar bäst för svenska förhållanden men oavsett princip så behöver följande ske:

Istället för att fokusera på en av högskolans uppgifter, bör ledningarna för landets högskolor snarare fundera på hur nya miljöer för samverkan inom utbildning och forskning med det omgivande samhället kan växa fram. Vi tror att högskolan behöver bli bättre på att ge stöd och resurser till de lärare som är framgångsrika på att driva kompetensnätverk. Därtill behöver samverkan med omvärlden och undervisningserfarenheter inom såväl grundutbildningen som vidareutbildningen väga betydligt tyngre vid befordringar och inrättande av tjänster inom akademin.
